A comprehensive institutional capacity assessment conducted for a devolved county government in the Rift Valley region, covering governance structures, human resource management, financial systems, and service delivery mechanisms. The assessment produced a detailed capacity development roadmap with prioritised interventions, which was subsequently adopted as the county's five-year institutional development plan.
